Background
One of the nine sub-groups of the DOE Taskforce 
is charged with addressing the issue of central and local government relations. The group aims to identify:

- legislative proposals required to implement these mechanisms, and
- an outline implementation plan to develop the new arrangements and put them in place for 2009.
