Background

The purpose of the RPA Cross Sector Human Resources Forum, chaired by the Department of Finance and Personnel’s Central Personnel Group, is to take a cross-sectoral view of human resource issues involved in implementing RPA decisions and to present a Government perspective to the Public Service Commission (PSC).  The Forum clears papers for submission to the PSC and also examines proposals and recommendations from the PSC.  Central Personnel Group also provides the secretariat to the Central Joint Forum with the Northern Ireland Committee Irish Congress of Trade Unions (NICICTU) which meets monthly.

Progress/updates

The Forum meets on a regular basis.  Minutes from the meetings of the RPA Cross Sector HR Forum are available to view.
The issues currently being considered by the HR Working Group include:
  • Pay and non-pay terms and conditions of employment
  • Public service pensions
  • Continuity of employment
  • Transfer schemes
  • General principles of filling posts in new organisations
  • Early retirement/pre-redundancy schemes
  • Vacancy control (now encapsulated in the PSC's second recommendation)
  • Alternative Dispute Resolution
  • Negotiating/consultative mechanisms with trade unions at sector/employer level
  • Consultative and liaison mechanisms between PSC, employers and trade unions
  • Negotiating/consultative mechanisms with existing councils/shadow councils
  • Comprehensive and cross sector application of Section 75 obligations
