David Sissling

David joined the NHS in 1993 having spent the early part of his career in the private sector. He worked in a variety of roles at The Leicester Royal Infirmary, a large acute teaching hospital, becoming Chief Executive of the Trust in 1998.  In 2000 he moved to Northamptonshire Health Authority, an organisation with a particular focus on commissioning and public health, where he was Chief Executive for 2 years.  
In April 2002 David was appointed as Chief Executive of the newly formed Leicestershire, Northamptonshire and Rutland Strategic Health Authority. The Authority was responsible for establishing a strategic direction for the local NHS and ensuring the delivery of a wide range of national and local performance targets. It covered a population of 1.7m, an annual revenue budget of some £2bn, a capital expenditure programme in excess of £1bn and a workforce of 30,000. David contributed in a number of areas nationally including finance (Chair of the NHS Bank), performance management systems, leadership development and diversity.
In August 2006 David took up the post of Chief Executive (Designate) of the Northern Ireland Health and Social Services Authority. This is a new body which will be established on 1st April 2008 as part of a Review of Public Administration.
The Health & Social Services Authority will be responsible for the performance management of the five Health and Social Service Trusts and the Ambulance Service. It will also introduce new commissioning system through seven local Commissioning Groups.

Ian Maye

Ian Maye was appointed as Director of Local Government Reform within the Department of the Environment (DOE) in May 2006. He is responsible for co-ordinating the implementation of the Review of Public Administration in relation to local government and the reform and modernisation of local government. Prior to taking up that post he worked on environmental policy and planning issues within DOE. In his career he has worked on a range of justice issues, security policy and Anglo-Irish relations. He was a member of the British Government’s negotiating team on the Belfast Agreement, and was subsequently Secretary to the Review of the Criminal Justice system in Northern Ireland.

Cathy Galway

Cathy Galway is the Head of the Youth and Community Relations Branch in the Department of Education. She will be speaking in part on the implementation of the RPA to date and will focus mainly about the future of Youth Services in Northern Ireland. She is speaking today on behalf of Louise Warde Hunter, also from the Department of Education.

Julie Mapstone

Julie Mapstone is Head of the Libraries Branch in the Department of Culture, Arts and Leisure. She is responsible for implementing the RPA decision for a new Library Authority.

Seamus Murray

Seamus Murray is the Director of the Voluntary and Community Unit within the Department of Social Development.
