Introduction
The Review of Public Administration team and the panel of independent experts recognize the need for robust research to support the work of the Review.
The programme of research undertaken was completed in three phases covering the periods of pre-consultation, first consultation and second consultation. The purpose of the research was to inform the Review team and the independent experts on various issues relevant to the Review, and to stimulate wider debate and discussion.
