A timetable for the implementation of the RPA decisions was originally approved by direct rule Ministers. The original timetables being:
Current Position
The Executive agreed that there would be a review of the Local Government aspects of the Review of Public Administration led by the Environment Minister. It will consider what local government is expected to deliver in the context of a fully-functioning devolved Assembly and Executive, and in the context of the strategic direction of the Review of Public Administration, will consider the number of councils and functions that the Executive believes would be required.
The review will be led by a sub-committee of the Executive Committee chaired by the Minister of the Environment, and will report to the Executive by autumn 2007.
The Executive has agreed that the Education Minister proposal to set up the Education and Skills Authority should be progressed with its scheduled establishment by April 2009 at the latest. Staff, functions, assets and liabilities of the existing organisations will transfer to ESA at that time. Further work will focus on area-based planning, the reconfiguration of Boards of Governors and establishing the ESA as the single employing authority for all schools.
